Black Creek Integrated Systems Corp. has secured a $2.39 million contract to provide its Super Display® Touchscreen Security System for the new 569-bed Dutchess County Justice & Transition Center (DCJTC), adjacent to the Dutchess County Law Enforcement Center in Poughkeepsie, NY. This state-of-the-art facility will consolidate operations, replacing the 1984 and 1995 jail buildings. Following the transition of inmates to the new DCJTC, the 1984 facility will be demolished and the 1995 building will be repurposed. According to a 2013 Needs Assessment Report, existing facilities were identified as inefficient and lacking in modern safety measures. The DCJTC represents a significant advancement, delivering a secure environment for staff and inmates while supporting enhanced programs to reduce recidivism and comply with New York State Commission of Correction standards. Its design enables an improved staff-to-inmate ratio, anticipated at 1 officer per 3 inmates or better—significantly increasing operational efficiency compared to the current ratio of 1 officer per 1.2 inmates—yielding substantial cost savings without compromising safety. The facility is scheduled to begin operations in the summer of 2023.
Black Creek’s Super Display® touchscreen security control system will form the core of the facility’s security infrastructure, enabling advanced control and monitoring capabilities with fewer personnel and streamlined equipment. The project scope includes a new locking control system supporting three triple-monitor Super Display® touchscreen stations in Central Control, eight single-monitor stations in the Housing Units, and a dual-monitor station for backup control. Wireless access points and Android tablets will be deployed in dayrooms to facilitate mobile security management and digital watch tour documentation, utilizing Black Creek’s Watch Tour Manager® software. Each station will combine up to three large-format LCD monitors, fully integrating all security controls and customizable CCTV camera access for intuitive operation. This integration allows officers to quickly select camera views, manage utilities, and maintain seamless security oversight.
In addition, the installation will feature a modern Voice-over-IP intercom and paging system, a digital video recording and management platform utilizing 1080p HD cameras (fixed, panoramic, and PTZ) for comprehensive surveillance, a detention-grade card access system, duress alarms, utility controls for lighting, inmate telephones, televisions, water valves, and additional components as required. The fully integrated system is designed to optimize security operations, reduce maintenance expenses, increase staff productivity, and bolster safety for both visitors and personnel.
