Black Creek Awarded $4M+ Contract to Modernize Ontario County Jail Security Systems

Ontario County, NY, has awarded Black Creek Integrated Systems Corp. a contract exceeding $4 million to deliver a major security system upgrade at the Ontario County Jail, a 291-bed facility in Canandaigua, NY. The project will modernize the jail’s existing Black Creek Super Display® touchscreen control system originally installed in 2007, replacing obsolete components with state-of-the-art technology to enhance operational efficiency, safety, and staff mobility.

Key elements of the project include:

  • Full replacement of all touchscreen control stations with the latest Black Creek Super Display® stations featuring dual LCD monitors and updated Windows® OS-based control software.
  • Installation of new programmable logic controllers (PLCs), control relays, security servers, and network infrastructure to replace outdated Omron PLCs and aging components.
  • Mobile control capability via secure tablet devices, enabling officers to manage facility operations remotely during direct supervision.

Security System Enhancements:

  • Replacement of the existing analog intercom and paging system with a Harding Voice-over-IP intercom system, including new detention intercoms and speakers.
  • Upgrade of the CCTV system to include high-definition digital cameras, enhanced and multi-directional models, and a new Genetec Video Recording and Management System. This upgrade will eliminate surveillance blind spots and provide greater image detail for improved safety and incident review.

As part of its ongoing partnership with Ontario County, Black Creek will implement its Applied Correctional Transition Strategies (ACTS©) recidivism reduction platform. ACTS© combines screening, risk assessment, and case management tools to help identify high-risk individuals for intensive intervention and lower-risk individuals for alternative programming—supporting both public safety and rehabilitation outcomes.

This comprehensive upgrade will significantly reduce maintenance costs, improve system reliability, enhance staff responsiveness, and promote a safer, more secure environment for staff, inmates, and visitors alike.
