Knox County, TN, Awards Black Creek a Contract to Upgrade the Integrated Security Controls in the Downtown Jail

Black Creek Integrated Systems Corp. has been selected to modernize the existing Super Display® Touchscreen Security System at the Knox County Downtown Jail, a 216-bed intake facility located in Knoxville, TN, operational since 1979. Black Creek’s long-standing partnership with Knox County dates back to 1994 with the construction of the Roger D. Wilson Detention Facility. Both the Knox County Detention Center and Jail have adopted Black Creek’s integrated solutions as the standard for facility security.

As part of this project, Black Creek will upgrade all current touchscreen control stations to the newest models, leveraging the Windows® 10 operating system and the latest Black Creek touchscreen control software. The scope also includes supplying and installing new server computers as well as a secure, high-speed VPN appliance to support remote diagnostics and service.

Additionally, Black Creek will replace the existing Vicon CCTV video management system—now designated End-of-Life by its manufacturer—with a next-generation Genetec Video Recording and Management System. The CCTV enhancement features new encoders and infrastructure, enabling the County to gradually transition from legacy analog cameras to advanced IP high-definition cameras, ensuring minimal disruption to daily facility operations.

These technology upgrades will significantly enhance staff and visitor safety through advanced system capabilities not previously available. Each Super Display® Touchscreen station provides dual LCD monitors displaying comprehensive security controls and a CCTV interface, empowering officers to seamlessly change camera views, operate facility systems, and more. The modernization will not only streamline security operations but also deliver cost savings through reduced maintenance and improved staff efficiency.
